You can complain to the BBB about any business.
The complaint will be directed to the BBB franchise handling the business file. 

The BBB “dish out” a grading to any business, with one exception, the BBB franchise itself.
No grading is provided by the BBB to its franchises.
The franchises are NOT member of the BBB. 
Not only does this exhibit a lack of confidence in their own product, it makes it impossible for anyone to complain about the Better Business Bureau to the organization.
